City of San Leandro <br />Civic Cenle�, 8,35 E. 14th Sired <br />San, Leandro, California 94577 <br />ww,sai-ilear7(,Iro.or <br />San Leandro City Council <br />Civic Center <br />San Leandro, CA 94577 <br />June 3, 2019 <br />Honorable Mayor and Members of the City Council: <br />I am pleased to submit the Biennial Budget for 2019-20 and 2020-21 effective for the <br />fiscal year beginning July 1, 2019. This two-year budget serves as a blueprint to assist <br />the organization in planning for operations, services, multi-year projects and resources. <br />The budget also reflects and supports the vision of the City Council as expressed through <br />the Council's goal setting and budget work sessions and is intended to be a reflection of <br />the community we serve. As in previous years, the budget is the product of a focused <br />and successful effort to meet the challenges of balancing revenue growth and increasing <br />costs, while responding to our community's service needs. <br />FOCUS: ECONOMIC STRENGTH AND EXECUTING OUR VISION <br />San Leandro is experiencing a robust economy, which has resulted in several years of <br />strong revenues for the City. After many years of careful planning and public <br />engagement, key projects are now coming to fruition during this significant time in our <br />history. The past several years have seen the completion of numerous planning and <br />visioning efforts, resulting in some great things coming to San Leandro. Some planning <br />efforts that we have completed include: the Downtown Transit Oriented Development <br />Strategy, a Public Art Master Plan, a Human Services Gap Analysis, the General Plan <br />with an adopted and important Housing Element, the Bayfair Transit Oriented <br />Development Strategy, a Creek Trail Master Plan, an updated Bike and Pedestrian <br />Master Plan, and the largest Capital Improvement Program in our City's history. These <br />efforts, completed in partnership with the community, have laid out an exciting vision for <br />San Leandro's future. Now is the time to focus on implementation. <br />can't express enough my gratitude for the Council's policy direction and for the work that <br />is being done by our staff to ensure a bright — and busy — future over the next two years. <br />We are at capacity and will need to maximize efficient use of our resources so that we <br />can deliver on these commitments.
