IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2019-095 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE A <br />NON-PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF SAN <br />LEANDRO AND PRIORITY 1 PUBLIC SAFETY EQUIPMENT NOT TO EXCEED $637,200 <br />THROUGH FISCAL YEAR 2020-21; TO AUTHORIZE THE CITY MANAGER TO <br />NEGOTIATE AND APPROVE CONTRACT AMENDMENTS UP TO A CUMULATIVE <br />VALUE OF 5% OF THE ORIGINAL CONTRACT AMOUNT; AND TO MAKE A FINDING <br />UNDER CALIFORNIA PUBLIC CONTRACT CODE SECTION 3400 JUSTIFYING A SOLE <br />SOURCE PROCUREMENT TO MATCH EQUIPMENT IN USE ON EXISTING POLICE <br />VEHICLES AND TO PROVIDE VEHICLE MAINTENANCE, COLLISION REPAIR, AND <br />FLEET SERVICES FOR THE DURATION OF THIS PROGRAM <br />WHEREAS, an agreement between the City of San Leandro and Priority 1 Public Safety <br />Equipment Installation Incorporated, a copy of which is attached, was presented to this City Council; <br />and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, the City Council previously made a finding in Resolution No. 2017-104 to justify <br />a sole source procurement under California Public Contract Code section 3400 with Priority 1 Public <br />Safety Equipment Installation Incorporated through Fiscal Year 2018-19; and <br />WHEREAS, the City annually replaces police vehicles according to a replacement schedule; <br />and <br />WHEREAS, staff has identified a service provider that can outfit to police specifications, <br />maintain, repair, and service all Police Department vehicles; and <br />WHEREAS, a sole source procurement is justified under California Public Contract Code <br />section 3400 for Priority 1 Public Safety Equipment Installation, Incorporated because the equipment <br />and services provided by the vendor must match the equipment on the City's existing vehicles; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />
