- 17 <br /> <br />CDBG Agreement with Rebuilding Together Oakland | East Bay – FY2019-2020 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />I. STATEMENT OF PURPOSE <br /> <br />The City desires to provide housing rehabilitation services to eligible residential property owners in <br />San Leandro. This agreement allows the City to make use of professional staff, who have knowledge <br />of construction standards and is familiar with the regulations and requirements of HUD’s CDBG <br />Program, to administer a Housing Rehabilitation Program for eligible homeowners who are residents <br />of the City of San Leandro. <br /> <br /> <br />II. TERM AND COMMENCEMENT OF WORK <br /> <br />The term of this agreement shall be for the period of July 1, 2019 through June 30, 2020. <br /> <br /> <br />III. REHABILITATION PROGRAM <br /> <br />Consultant shall provide general administration of San Leandro Housing Rehabilitation Program. <br /> <br /> <br />IV. DESCRIPTION OF SERVICES <br /> <br />A. Consultant shall operate the following rehabilitation programs: <br /> <br /> Minor Home Repair Grant <br /> Mobile Home Repair Grant <br /> Exterior Clean-Up Grant <br /> Exterior Paint Grant <br /> Accessibility Grant <br /> Seismic Strengthening Grant <br /> <br />B. Consultant shall meet the following performance goals in the period of July 1, 2019 through <br />June 30, 2020: <br /> <br />• Approve grants to 15 households annually for minor home repair, mobile home repair, <br />exterior clean-up, exterior paint, accessibility, and/or seismic strengthening. <br /> <br />C. Key project administrative services include: <br /> <br />• Homeowner applicants: Ensuring receipt of completed applications, supporting <br />document review and vetting. Providing marketing and outreach. <br /> <br />• Home improvements: Providing inspection services, Scope of Work, Project Closeout, <br />and compliance with city requirements. Ensuring Building permits are pulled and <br />inspections performed as needed. Providing prompt and helpful customer service. <br />Adhering to housing rehabilitation standards. Completing grant underwriting. Monitoring <br />construction progress and ensuring project completion. <br /> <br />182
