Mitigation of the Heron Bay project was accomplished by construction of wetlands, tidal <br />wetlands, and upland or high ground for wildlife habitat. In order to verify that the habitat <br />is healthy and in order to identify maintenance requirements a monitoring report is <br />prepared annually. <br />A Maintenance Reserve Fund is maintained by the District in the amount of $300,000 <br />to fund capital improvements and unexpected or emergency repairs. There have not <br />been any withdrawals from the reserve fund this past fiscal year and none are <br />anticipated for the coming fiscal year. <br />�� • -MWTITIJIVIV=l <br />Levee Maintenance <br />The nature of the levees that protect the Heron Bay marshland is such that they require <br />periodic maintenance; specifically, the heavy stone rip rap that prevents erosion shifts, <br />settles, or washes away and needs to be replaced. This work is most efficiently done by <br />an outside contractor in large quantities. In fiscal year 2009-10 the Heron Bay Levee <br />Maintenance account was established. Provided that there were funds available, the <br />District contributed to the account each year. To date, the District has contributed <br />$372,000 towards the maintenance of the levee, which appears sufficient to address areas <br />of the levee City staff has identified that need repair. Any unused funds will be returned to <br />the District. <br />City staff, through a consultant, has obtained permits from various regulatory agencies <br />that will allow repair of levee sections identified for maintenance. City staff on behalf of <br />the District, will bid and construct a repair project in the summer of 2019 within permit <br />prescribed guidelines. Levee repairs and related work can only be accomplished in the <br />Fall between September and end of December. The project is currently estimated to cost <br />$350,000. <br />Trail Maintenance <br />City staff will periodically hire a contractor to complete pavement repairs on sections of <br />the trail where tree roots have damaged the asphalt. The work will involve digging out <br />small sections of pavement, trimming back tree roots and installing new asphalt patches. <br />Shoreline Signs, Parking and Accessible Walkway <br />In conformance with the City's updated permit with the San Francisco Bay Conservation <br />and Development Commission (BCDC), wayfinding signage along the Bay Trail will be <br />repaired since the existing signage has been worm by weather and sun -exposure. <br />Tide Gate it <br />City staff completes repairs to tide gates on an as -needed basis to assure their proper <br />operation. Repairs include; reconnecting the flap gates and the frames, replacing rotted <br />sections of the drain pipes, reattaching the screen latch connections, replacing damaged <br />screen bars and screens, and installing associated stainless-steel lubrication tubings. <br />City of San Leandro Heron Bay Maintenance Assessment District No. 96-3 Page 5 <br />
