City of San Leandro <br />Meeting Date: September 3, 2019 <br />Resolution - Council <br />Agenda Section:File Number:19-450 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION of the City of San Leandro City Council to Approve and Authorize <br />the City Manager to Execute a Non-Professional Services Agreement with <br />Synagro-WWT, Inc., in the amount not to exceed $262,500 for the Water Pollution <br />Control Plant (WPCP) Sludge Haul 2019-20 Project and an Appropriation of the <br />Water Pollution Control Plant Enterprise Fund Balance in the Amount of $52,500 <br />for the Purpose of Hauling Sludge <br />WHEREAS, City staff sought competitive bids for the removal of 5,000 tons of sludge from <br />the WPCP and the lowest bidder was Synagro-WWT, Inc., with a bid of $52.50 per ton for a total <br />of $262,500 for 5,000 tons; and <br />WHEREAS, an agreement between the City of San Leandro and Synagro-WWT, Inc., a <br />copy of which is attached hereto and incorporated herein by reference, was presented to the City <br />Council; and <br />WHEREAS, the City Council is familiar with the contents thereof and desires to award a <br />contract to Synagro-WWT, Inc. for removal of 5,000 tons of sludge; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1. That for Fiscal Year 2019-20 an addtional appropriation of funds be made from the <br />Water Pollution Control Plant Fund balance in the amount of $52,500 to account 593- <br />51-002-5190; and <br />2. That the expenditure of these funds to pay for removal of sludge at the WPCP is <br />authorized; and <br />3. That the City Council awards the agreement, substantially in the form presented, to <br />Synagro-WWT, Inc. as the lowest bidder, in the amount not to exceed $262,500 and <br />the City Manager is authorized to execute the agreement; and <br />4.
