CA HCD Guidelines - 14 - SB 2 Planning Grants Program Year 1 <br /> <br />NOTE: Authority cited: Health and Safety Code section 50470, subdivision (d). Reporting <br /> <br />(a) During the term of the Standard Agreement, and according to the annual deadline <br />identified in the Standard Agreement, the awardee shall submit, upon request of the <br />Department, a performance report that demonstrates satisfaction of all requirements <br />identified in the Standard Agreement. <br /> <br />(b) Upon completion of all deliverables within the Standard Agreement, the awardee shall <br />submit a close out report. Reference <br />cited: Health and Safety Code section 50470, subdivision (b). <br /> <br /> <br />ARTICLE VII. TECHNICAL ASSISTANCE <br /> <br />Section 700. Method <br /> <br />(a) Five percent of the SB 2 planning funds will be available for the Department and the <br />Governor’s Office of Planning and Research (OPR) to provide technical assistance to <br />localities requesting grant funds to update planning documents, zoning ordinances, <br />environmental analyses, or local processes to meet the objectives of the Program. <br /> <br />(b) Technical assistance provided by the Department and OPR to localities will include at <br />least three phases, including assistance in meeting threshold requirements, providing <br />tools, models and best practices to supplement proposed activities related to accelerating <br />housing production, and direct assistance to applicants. <br /> <br />(c) The Department will coordinate with OPR on technical assistance related to the SB 2 <br />planning funds. <br /> <br />(d) With minor exceptions and accounting for equitable geographic distribution, technical <br />assistance will be used on priority policy areas. <br /> <br />(e) Technical assistance will incorporate the Department’s responsibility to affirmatively further <br />fair housing. <br /> <br />NOTE: Authority cited: Health and Safety Code section 50470, subdivision (d).
