the Zoning Enforcement Official and/or Community Development Director can <br />waive compliance with the terms of the application if they are minor in content. <br />D. Construction of the project shall remain in substantial compliance with the <br />approved exhibits and plans. Modifications to the approved Conditions of <br />Approval and Plan Exhibits shall require resubmittal of a revised Site Plan <br />Review application in accord with Zoning Code Section 5-2516.C, "Changed <br />Plans." The Zoning Enforcement Official shall review the application to <br />determine if the proposed substitutions or alterations necessitate referral to the <br />Site Development Subcommittee for review. The Zoning Enforcement Official <br />may approve changes to approved plans or Conditions of Approval without a <br />public hearing upon determining that the changes in conditions are minor and are <br />consistent with the intent of the original approval. <br />III. ON-SITE AND OFF-SITE IMPROVEMENTS <br />A. Prior to issuance of building/grading permits, the property owner shall submit a <br />final landscape and irrigation plan to the Zoning Enforcement Official for review <br />and approval. The plan shall comply with the approved Preliminary Landscaping <br />Plan (Exhibit D), with the City's Landscape Ordinance, as codified in Article 19 <br />of the San Leandro Zoning Code, and with the State Model Water Efficient <br />Landscape Ordinance (MWELO). Said plans shall include such details as 1) tree <br />size, species and location; 2) shrubs and groundcovers; 3) installation <br />specifications; 4) irrigation details; 5) water conservation techniques; and 6) <br />maintenance programs. <br />B. Prior to issuance of either a Certificate of Occupancy or Approval of the Final <br />inspection for the building/grading permits, the property owner shall submit a <br />Certificate of Completion, as defined in the State Model Water Efficient <br />Landscape Ordinance (MWELO), to the Zoning Enforcement Official for review <br />and approval. All required landscaping and irrigation shall be installed per the <br />approved final landscape and irrigation plan, with respect to size, number, and <br />species of plants, and provision of adequate irrigation coverage. The Certificate of <br />Completion shall include, but is not limited to, certification that the landscape <br />project has been installed per the approved plans, pursuant to MWELO. <br />C. Prior to issuance of building/grading permits, the property owner shall submit <br />final plans and details for site lighting (including submittal of photometric plans <br />and/or manufacturer's specification sheets) to the Zoning Enforcement Official <br />for review and approval. The plans and details shall show the location, height, <br />decorative features, and construction details including cut sheets, materials and <br />finishes to be used for construction. All outdoor lighting shall be contained in <br />fixtures that direct light below the horizontal plane. No site lighting may spill <br />offsite. <br />D.
