n. The property owner shall plant insectary plants in the landscaping to <br />attract and keep beneficial insects. <br />2. An Operations and Maintenance Agreement is required for the storm water <br />treatment facilities on site. Appendix H of the Alameda County Clean Water <br />Programs C.3 Technical Guidance document includes a template for this <br />agreement. If an O&M agreement already exists for the larger Costco <br />Wholesale site, then the existing agreement shall be amended to include the <br />new treatment facilities. <br />C. Environmental Conditions: <br />1. The plans submitted for construction shall include the location of the soil <br />contamination remediation recommended by the Phase II Environmental Site <br />Assessment Report prepared by Kleinfelder, dated August 6, 2018. <br />D. Utility Conditions: <br />1. The property owner shall locate all new electric and communications utilities <br />serving the site underground. <br />2. Any utility laterals to be abandoned shall be removed completely and capped <br />at the main. The property owner shall obtain an encroachment permit prior to <br />capping the laterals or services at the main. <br />The storm drain pipe in Beecher Street is owned and maintained by the <br />Alameda County Flood Control and Water Conservation District <br />(ACFCWCD). Manhole connections to the storm drain pipe in Beecher <br />Street will require a separate permit from ACFCWCD. The property owner <br />must have this permit and provide a copy to the City prior to the issuance of <br />the Grading Permit. <br />4. The storm drain pipes leaving the site and connecting to the storm water pipe <br />in Beecher Street appear to have less than two feet of cover. Please indicate <br />the pipe material for these connections on plans submitted for Grading <br />Permit, and assure that the selected material is strong enough to resist the <br />shallow cover loading. <br />E. Traffic Conditions: <br />1. Building Permit/Grading Permit plans must include a signing and striping <br />plan showing STOP control at the driveway leaving the site, red painted <br />curbs at required fire lanes, and travel direction pavement arrows. <br />F. Permit Applications And Mapping Conditions: <br />The Emergency Vehicle Access Easements on the subject parcels must be <br />vacated by the City in accordance with California Streets and Highways <br />Code §8335 prior to Building Permit issuance. Any other easements or <br />encumbrances revealed by the Preliminary Title Report that are no longer <br />Agreement to Conditions May 15, 2019 <br />PLN18-0094 Page 7 of 12 <br />
