J. No temporary or unauthorized signs including but not limited to banners, balloons, <br />streamers and pennants shall be placed on the property, unless approved by the City <br />under a Special Event Permit. <br />K. There shall be no loitering permitted on the site and the site shall be posted to permit <br />enforcement of the City ordinance prohibiting loitering by the City of San Leandro <br />Police Department. <br />L. Outdoor storage of equipment, materials, or merchandise outside the building shall <br />be screened per Zoning Code Section 4-1662. <br />M. All uses and activities shall comply with the provisions of the San Leandro Noise <br />Regulations (Title IV, Chapter 1 of the Municipal Code). <br />N. Parking lot lighting shall comply with Article 17 of the Zoning Code. All outdoor <br />lighting shall be directed below the horizontal plane and fully shielded. Lighting <br />shall be focused and oriented within the subject property. <br />O. All exterior/roof-top mechanical equipment shall be screened from view so as not <br />to be visible from the street to the satisfaction of the Zoning Enforcement Official <br />or Community Development Director. <br />P. Any outstanding Planning Services deposit fees or balance shall be paid prior to <br />issuance of a building permit. <br />Q. Prior to issuance of Building Permit, the approvals granted by the City as a result <br />of this application, as well as the Conditions of Approval, shall be recorded in the <br />Office of the County Recorder of Alameda County. <br />R. Pursuant to Zoning Code Section 5-2218, this approval shall lapse on March 29, <br />2020, unless a) a building permit has been issued, coupled with diligent progress <br />evidencing a good faith intent to commence the intended use, or b) a written <br />request for a one-year extension of the Site Plan Review is approved by the <br />Zoning Enforcement Official if no substantive change has occurred in conditions <br />or circumstances. <br />Agreement to Conditions March 29, 2019 <br />PLN 18-0095 Page 11 of 11 <br />
