City of San Leandro <br />Meeting Date: October 21, 2019 <br />Resolution - Council <br />Agenda Section:File Number:19-505 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION of the City of San Leandro City Council to Approve a Revocable <br />License Agreement with PCC Structurals, Inc., to Allow the Private Installation <br />and Operation of a Lighted Crosswalk Warning System on Hester Street <br />WHEREAS, PCC Structurals, Inc., (“PCC”) is a business with operations at 414 Hester <br />Street; and <br />WHEREAS, PCC acquired a parking lot at 415 Hester Street for use by its employees; <br />and <br />WHEREAS, PCC worked with the City in 2018 to install a marked crosswalk and curb <br />ramps on Hester Street for safe pedestrian access between 414 and 415 Hester Street; and <br />WHEREAS, PCC now proposes to install a private Rectangular Rapid Flashing Beacon <br />(RRFB) system on Hester Street to further enhance pedestrian safety at the crosswalk; and <br />WHEREAS, the City confirmed that the proposed RRFB system is compliant with the U.S. <br />Department of Transportation, Federal Highway Administration’s Manual on Uniform Traffic <br />Control Devices; and <br />WHEREAS, a Revocable License Agreement between the City of San Leandro and PCC <br />Structurals, Inc., is needed to define the terms, obligations, requirements, and restrictions related <br />to PCC’s private installation and operation of the RRFB, a copy of said agreement is presented <br />to this City Council and attached hereto; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, any improvements that may result from execution of a Revocable License <br />Agreement are categorically exempt from the California Environmental Quality Act according to <br />CEQA Guidelines Section 15311 “Accessory Structures”; and <br />Page 1 City of San Leandro Printed on 10/16/2019 <br />316
