City Council Minutes February 4, 2019 <br />5. PUBLIC HEARINGS <br />5.A. 19-015 PLN18-0046, Proposed Rezoning, Planned Development, and Site Plan <br />Review Permit; Rezoning the parcel from P Professional Office District to <br />P(PD), Professional Office, Planned Development Overly District; <br />Planned Development and Site Plan Review to construct a new <br />three-story, multi -family residential building comprising 45 units, including <br />43 two-bedroom units and two three bedroom units; and a wireless <br />communication facility at 1388 Bancroft Avenue (parcel at Bancroft <br />Avenue, and Estudillo and Joaquin Avenues); Alameda County <br />Assessor's Parcel Number 77-524-12-4; T. Silva, Eden Realty <br />(Applicant); Silva and Gonsalves Trust (Property Owner). <br />The Hearing was opened to the public. There were approximately 42 public speakers. <br />Comments were made by the following individuals: <br />Mr. Brenard Ashcraft, Mr. John Belperio, Ms. Nancy Pretto, Mr. Steve Parker, <br />Mr. Ken Paris, Mr. Aaron Bukofzer, Ms. Susan Hupp, Mr. Eduardo Villagomez, <br />Mr. Ken Pon, Mr. Al Frates, Ms. Ruth Green, Mr. James Holton, Mr. Jeromey Schafer, <br />Mr. Glenn Loveall, Mr. Tim Frank, Ms. Rose Riskind, Mr, Mounir Botros, <br />Ms. Susan Patrick, Mr. Bill Mulgrew, Mr. Jerry Garcia, Ms. Kathy Charron, <br />Ms. Judy Verhoek, and Ms. Jeanne Kinkella. <br />The City Council Meeting recessed at 9:33 p.m, and reconvenned at 9:45 p.m. <br />Comments were made by the following individuals: <br />Mr. Leo T West, Ms. Kelly Gamble, Ms. Haldis Fearn, Ms. Emily Griego, <br />Mr, Michael Feuz, Mr. Evan Adams, Mr. James Hussey, Mr. Andreas Cluver, <br />Mr. Rob Stoker, Ms. Edie Irous, Mr. Nicolas Nagle, Mr. Don Atkinson Adams, <br />Ms. Jan Newbold, Mr. Jim Prola, Ms. Dianna Souza, Mr. Nick Thorn-Sermeno, <br />Mr. Phil Daly, Ms. Heather Green, and Mr. Rick Pember. <br />There being no further public comments, and without objection, the Public Hearing <br />was closed. <br />19-016 RESOLUTION of the City Council of the City of San Leandro Adopting a <br />Mitigated Negative Declaration and Mitigation Monitoring and Reporting <br />Program for 1388 Bancroft Apartments (PLN18-0046) <br />A motion was made by Mayor Cutter, seconded by Vice Mayor Lopez, that this <br />Resolution be Continued. The motion carried by the following vote. <br />Aye: 7 - Aguilar, Ballew, Cox, Hernandez, Lee, Lopez, Cutter <br />19-017 RESOLUTION of the City Council of the City of San Leandro Approving a <br />Planned Development and Site Plan Review for 1388 Bancroft Avenue <br />(PLN 18-0046) <br />A motion was made by Mayor Cutter, seconded by Vice Mayor Lopez, that this <br />Resolution be Continued.
