City Council Minutes March 18, 2019 Received and Filed. 19-153 ORDINANCE Amending Title 4, Chapter 4-33 and 4-38 of the San Leandro Municipal Code Pertaining to Medical Cannabis Dispensary Permits A motion was made by Mayor Cutter, seconded by Councilmember Aguilar, that this Ordinance be Adopted. The motion carried by the following vote. Aye: 6 - Aguilar, Cox, Hernandez, Lee, Lopez, Cutter Nay: 1 - Ballew Enactment No: Ordinance 2019-004 The City Council Meeting recessed at 8:38 p.m. and reconvened at 8:50 p.m. 10.C. 19-122 Staff Report Seeking Direction from Council on the Red Light Photo Enforcement Program Public comment was received from Mr. Mike Katz-Lacabe and Mr. Stephen Cassidy. Received and Filed. 19-160 MOTION of the City Council to A) Allow the Contract with Redflex Traffic Systems to Expire on April 20, 2019 or B) Direct Staff to Return with a Contract Extension at a Future City Council Meeting A motion was made by Councilmember Aguilar to not approve the contract, without a second, the motion was not considered. A motion was made by Mayor Cutter, seconded by Concilmember Hernandez A substitute motion was made by Councilmember Hernandez, seconded by Councilmember Lee, including a friendly amendment by Vice Mayor Lopez, accepted by both motion maker and seconder that the substitute motion be Adopted. The motion carried by the following vote. Aye: 6 - Ballew, Cox, Hernandez, Lee, Lopez, Cutter Nay: 1 - Aguilar Enactment No: Min Order 2019-010 11.
