<br />-12- <br />15966623.1 <br />Section 8. Meetings; Budget and Contributions <br />(a) Regular Meetings <br />The Commission will hold at least one regular meeting each year. The date upon which, <br />and the hour and place at which each such regular meeting will be held, will be fixed by <br />resolution of the Commission. <br />(b) Special Meetings <br />Special meetings of the Commission may be called in accordance with the provisions of <br />Section 54956 of the California Government Code. <br />(c) Notice And Conduct of Meetings <br />All meetings of the Commission will be held subject to the provisions of the Ralph M. <br />Brown Act, Section 54950 et seq. of the California Government Code, and other applicable laws <br />of the State of California. <br />(d) Quorum <br />A majority of the members (or, in the absence of a member, that member's alternate) of <br />the Commission will constitute a quorum. <br />(e) Budget; Contributions; Delegation of Authority <br />(1) Budget <br />The Commission will adopt an annual or biennial budget for the ensuing Fiscal <br />Year(s) prior to July 1. The budget will include sufficient detail to constitute a fiscal control <br />guideline, specify cash flow requirements from each Agency, grant reimbursements, and cash <br />receipts and expenditures to be made for Operation and Maintenance Costs, Planning and Special <br />Studies Costs, and Capital Costs for the Facilities, and other necessary and appropriate <br />expenditures. <br />(2) Contributions; Delegation of Authority <br />Approval of the budget by the Commission will constitute authority for the <br />General Manager to bill the Agencies for their contributions, expend funds after appropriate <br />award of contract and for the purposes outlined in the approved budget, and receive grant funds.
