City of San Leandro <br />Meeting Date: December 2, 2019 <br />Staff Report <br />Agenda Section:File Number:19-599 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve and <br />Authorize the City Manager to Execute a Sole Source Purchase with Owen <br />Equipment for a Sewer Cleaner at an Amount Not to Exceed $350,349.99 and to <br />Appropriate $96,432.99 from the Water Pollution Control Plant Fund to the <br />Vehicle Replacement Fund <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to purchase a <br />new Vactor RamJet sewer cleaner to replace an existing sewer cleaner that is due to go out of <br />service. It will cost $350,349.99 (sales tax included). <br />BACKGROUND <br />The City maintains a rigorous program for keeping the City’s sewer system running smoothly. <br />Among other efforts, this program includes regular cleaning of the City-owned sewer lines using <br />high-pressure water from sewer cleaner trucks. In addition, the truck is used to remove blockages <br />that occur in the City-owned sewer pipes. <br />Analysis <br />The City’s current sewer cleaner truck is used on a daily basis to maintain the City’s sewer <br />system, which encompasses approximately 125 miles of sanitary sewer pipe lines. So far in <br />2019, City staff have used the cleaner truck to clean about 80 miles of pipe. This is the primary <br />emergency response truck when there is a sewer backup and is used to remove heavier <br />deposits. The current truck has been in service since 2009 and has reached the end of its useful <br />service life. <br />Sewer maintenance staff currently use a Vactor brand sewer cleaner and are familiar with its <br />operational and maintenance requirements.
