Create a new source of substantial light or <br />glare that would adversely affect daytime <br />or nighttime views in the area? □ ■ □ ■ <br />Analysis in the General Plan EIR <br />Impacts to aesthetics were analyzed in Section 4.1 of the General Plan EIR. Impacts to aesthetics <br />were determined to be less than significant with no mitigation measures required (City of San <br />Leandro 2016b). <br />The following gives the analysis included in the General Plan EIR and provides a streamlined review <br />to determine whether there would be project-specific impacts that are either 1) peculiar to the <br />project or the parcel on which the project is located; 2) were not previously analyzed in the General <br />Plan EIR as significant effects; 3) are potentially significant off-site impacts and cumulative impacts <br />not previously discussed in the General Plan EIR; or 4) are now determined to have a more severe <br />impact than discussed in the General Plan EIR due to substantial new information.
