Environmental Checklist <br />Aesthetics <br /> <br />General Plan Consistency Checklist 19 <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />d. Would the project create a new source of substantial light or glare that would adversely affect <br />daytime or nighttime views in the area? <br />The project site is in an urbanized area with moderate lighting conditions from streetlights and <br />exterior lighting on existing buildings. As stated in the General Plan EIR, new residential <br />developments would be subject to the California Green Building Standards Code (CALGreen) <br />building requirements, which include limitations on light fixtures (refer to Section 5.106.8 regarding <br />light pollution reduction and Table 5.106.8 regarding the maximum allowable backlight). These <br />requirements would apply to the proposed project, as would policies included in the 2035 General <br />Plan regarding parking lot and building lighting which encourage energy-efficient lighting that <br />maintains dark skies and buffering techniques to promote compatibility (Policy CD-6.8, CD-7.7, LU- <br />9.6, and LU-10.3, City of San Leandro 2018). The project would be consistent with the 2035 General <br />Plan and would be required to comply with all outdoor light standards as applicable. Project <br />implementation would result in no new or more severe impacts concerning lighting beyond those <br />previously identified in the General Plan EIR. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />Conclusion <br />The project would be consistent with the General Plan EIR. Compliance with applicable 2035 <br />General Plan policies and City design guidelines would ensure the project would result in less than <br />significant aesthetic impacts. The project would have no new or substantially more severe impacts <br />to aesthetics and visual resources, nor would there be any potentially significant off-site impacts, <br />cumulative impacts, or previously identified significant effects not discussed in the General Plan EIR. <br />No previously identified significant effects were determined to have a more severe adverse impact <br />than those discussed in the General Plan EIR.
