Environmental Checklist <br />Air Quality <br /> <br />General Plan Consistency Checklist 25 <br />have a more severe impact than discussed in the General Plan EIR due to substantial new <br />information. <br />Project-Specific Impacts <br />a. Would the project conflict with or obstruct implementation of the applicable air quality plan? <br />As addressed in the General Plan EIR, buildout of the 2035 General Plan would be consistent with <br />the BAAQMD clean air plan, Spare the Air Cool the Climate: A Blueprint for Clean Air and Climate <br />Protection in the Bay Area (2017 Clean Air Plan) (BAAQMD 2017a). The General Plan EIR found that <br />projected vehicle miles traveled per service population would decrease under the 2035 General <br />Plan; therefore, resulting in reduced emissions from future development. The General Plan EIR <br />found this impact to be less than significant as implementation would not impair the BAAQMD’s <br />ability to meet national and state air quality attainment standards. The proposed project would <br />result in a population increase consistent with the 2035 General Plan; therefore, the project would <br />be consistent with the General Plan EIR. Accordingly, project impacts would be similar to those <br />identified in the General Plan EIR and no additional analysis would be required. <br />BAAQMD adopted the 2017 Clean Air Plan in April 2017 in compliance with the legal mandate that <br />the 2010 Clean Air Plan be updated to comply with state air quality planning requirements as <br />codified in the California Health and Safety Code. Although the General Plan EIR was prepared <br />before BAAQMD adopted the 2017 Clean Air Plan and does not evaluate potential conflicts with the <br />updated version, the 2017 Clean Air Plan utilizes the growth and population forecasts of the City’s <br />2035 General Plan. Growth under the project would be consistent with that anticipated by the 2035 <br />General Plan (also refer to Section 4.11 of the General Plan EIR and Section 14, Population and <br />Housing, of this document). Therefore, the project would be consistent with growth and population <br />forecasts used in the 2017 Clean Air Plan and would not conflict with or obstruct the <br />implementation of an applicable air quality plan. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />b. Would the project result in a cumulatively considerable net increase of any criteria pollutant for <br />which the project region is non-attainment under an applicable federal or state ambient air <br />quality standard? <br />c. Would the project expose sensitive receptors to substantial pollutant concentrations? <br />The General Plan EIR assessed air quality impacts on a programmatic level and recognized that site- <br />specific impacts would be assessed during project review. To determine if further review under <br />CEQA is necessary, the project was compared to the BAAQMD air pollutant screening criteria. <br />Because the project includes demolition of existing structures, an air quality analysis is required. <br />Table 3 presents the BAAQMD significance thresholds for construction/demolition and operational- <br />related criteria air pollutant and precursor emissions used for the purposes of this analysis. These <br />represent the levels at which a projects individual emissions of criteria air pollutants or precursors <br />would result in a cumulatively considerable contribution to the San Francisco Bay Area Air Basin’s <br />existing air quality conditions.
