Would the project result in other emissions (such as those leading to odors) adversely affecting <br />a substantial number of people? <br />As addressed in the General Plan EIR, 2035 General Plan implementation would not create <br />objectionable odors affecting a significant number of people. According to the BAAQMD, odor- <br />generating projects include wastewater treatment plants, landfills, confined animal facilities, <br />composting stations, food manufacturing plants, refineries, and chemical plants, none of which are <br />proposed (BAAQMD 2017b). Therefore, no project components would emit odors beyond those <br />previously assessed; no impacts beyond those analyzed previously would occur. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />Conclusion <br />Based on the air quality analysis provided in the General Plan EIR and consideration of the project <br />relative to BAAQMD thresholds described above, no specific impacts or peculiar circumstances <br />associated with the project would occur that would require additional review. The project would <br />comply with all applicable City and BAAQMD requirements. The project would not have a <br />substantially more severe impact to air quality, nor would there be any potentially significant off- <br />site impacts, cumulative impacts, or previously identified significant effects not discussed in the <br />General Plan EIR. There are no previously identified significant effects that are determined to have a <br />more severe adverse impact than discussed in the General Plan EIR.
