For a project located within an airport land use plan or, where such a plan has not been <br />adopted, within two miles of a public airport or public use airport, would the project result in a <br />safety hazard or excessive noise for people residing or working in the project area? <br />The General Plan EIR determined less than significant impacts to local airports based on the land use <br />designations within the 2035 General Plan, as well as compliance with 2035 General Plan policies <br />regarding airport operations and development of surrounding areas. There are no private airstrips <br />near the project site. The nearest airport, Oakland International Airport is approximately 3.1 miles <br />west of the project site, outside of the airport influence area, as defined in the Oakland <br />International Airport Airport Land Use Compatibility Plan (Alameda County 2010). Additionally, the <br />total height of the proposed buildings would be similar to the height of nearby structures, including <br />a four-story building at the corner of Macarthur Boulevard and Durant Avenue within 300 feet of <br />the project site. Therefore, there would be no safety hazard impacts related to airports and <br />airstrips, consistent with the General Plan EIR. <br />NO IMPACT <br />f. Would the project impair implementation of or physically interfere with an adopted emergency <br />response plan or emergency evacuation plan? <br />The General Plan EIR determined less than significant impacts regarding interference with adopted <br />emergency response and evacuation plans, as future developments are required to comply with <br />federal, state, and local regulations and existing plans and policies (City of San Leandro 2016a). The <br />City of San Leandro Police Department and Alameda County Fire Department review individual <br />development proposals to ensure emergency access needs are met. The project would not block <br />access nor permanently constrain evacuation routes adopted in an emergency response plan or <br />emergency evaluation plan. With the required review by police and fire departments, impacts <br />would be less than significant, consistent with the General Plan EIR. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />g. Would the project expose people or structures, either directly or indirectly, to a significant risk <br />of loss, injury, or death involving wildland fires? <br />The General Plan EIR determined impacts from wildland fires to be less than significant because new <br />development would occur in areas of low wildland fire risk, and projects would be required to <br />comply with federal, state, and local laws. The project site is in an urbanized area of the city, <br />surrounded primarily by paved surfaces and structures. The project site is not intermixed with or <br />adjacent to wildlands. Figure 7-3 of the 2035 General Plan indicates that the project site is <br />approximately 200 feet west of a very high fire hazard severity zone that comprises the hills east of <br />the city (City of San Leandro 2016a). The project would comply with 2035 General Plan policies and <br />the applicable fire and building codes requiring appropriate vegetation management, emergency <br />access including firefighting access, and development strategies to reduce fire risk. Impacts would <br />be less than significant, consistent with the General Plan EIR. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />Conclusion <br />The project would not generate or expose sensitive receptors to hazards and hazardous materials. <br />The project would have no new or substantially more severe impacts regarding hazards and <br />hazardous materials, nor would there be any potentially significant off-site impacts, cumulative
