Adherence to the C.3 requirements minimizes water <br />quality impacts from new development to maintain regional compliance with the Municipal <br />Regional Permit. Provision C.3 includes a Low Impact Development provision (C.3.c) requires that <br />low impact development techniques be utilized to employ appropriate source control, site design, <br />and stormwater treatment measures to prevent increases in runoff flows from new development <br />projects. These low-impact development practices and other provisions and BMPs specified in the <br />Municipal Regional Stormwater NPDES Permit, may require long-term operational inspections and <br />maintenance activities to ensure the effective avoidance of significant adverse impacts associated <br />with water quality degradation. As the project would be required to comply with regulations under <br />the NPDES permit and with Provision C.3, impacts would be less than significant, consistent with the <br />General Plan EIR. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />b. Would the project substantially decrease groundwater supplies or interfere substantially with <br />groundwater recharge such that the project may impede sustainable groundwater <br />management of the basin? <br />The General Plan EIR concluded that implementation of 2035 General Plan policies and regulatory <br />provisions would ensure that future development would not deplete groundwater supplies <br />substantially. The project involves residential growth of a density consistent with that allowed in the <br />2035 General Plan and would not use water or prevent recharge at a rate beyond that anticipated in <br />the General Plan EIR. Therefore, the project would have no impacts beyond those previously <br />identified in the General Plan EIR. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />c.(i) Would the project substantially alter the existing drainage pattern of the site or area, <br />including through the alteration of the course of a stream or river or through the addition of <br />impervious surfaces, in a manner which would result in substantial erosion or siltation on- or <br />off-site? <br />The General Plan EIR determined this impact to be less than significant, as the City requires <br />detention and stormwater treatment facilities to adhere to City standards (City of San Leandro <br />2016a). The project would be constructed in compliance with City standards, including those <br />regarding stormwater conveyance and treatment. While the implementation of the project would <br />alter the drainage pattern of the site, it would not alter the course of a stream or river, and with <br />construction of on-site bioretention basins and implementation erosion control measures, as <br />described above, the project would not result in substantial erosion or siltation off site. Therefore, <br />the project would have no impacts beyond those previously identified in the General Plan EIR. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />c.(ii) Would the project substantially alter the existing drainage pattern of the site or area, <br />including through the alteration of the course of a stream or river or through the addition of <br />impervious surfaces, in a manner which would substantially increase the rate or amount of <br />surface runoff in a manner which would result in flooding on- or off-site? <br />The General Plan EIR determined this impact to be less than significant, as implementation of 2035 <br />General Plan policies and action items would limit runoff from new development sites. The project <br />would comply with applicable 2035 General Plan policies, including those regarding runoff water
