Environmental Checklist <br />Noise <br /> <br />General Plan Consistency Checklist 71 <br />of the nearest off-site residential structure. A vibratory roller would create approximately 0.210 <br />peak particle velocity (ppv) in inches per second (in./sec.) at a distance of 25 feet (Caltrans 2013). <br />This would be lower than what is considered a distinctly perceptible impact for humans of 0.24 <br />in./sec. ppv. In addition, per the San Leandro Municipal Code construction would only occur during <br />daytime hours. <br />The 2035 General Plan contains policies regarding vibration impacts at sensitive receptors. <br />Compliance with the San Leandro Municipal Code and 2035 General Plan would ensure the project <br />would have a less than significant impact from groundborne vibration. <br />Operation of the project would not include any substantial vibration sources; therefore, project <br />operation would not create a new source of vibration that could cause impacts at adjacent <br />receptors. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />c. For a project located within the vicinity of a private airstrip or an airport land use plan or, <br />where such a plan has not been adopted, within two miles of a public airport or public use <br />airport, would the project expose people residing or working in the project area to excessive <br />noise levels? <br />There are no private airstrips near the project site. The nearest airport is Oakland International <br />Airport, located approximately 3.1 miles west of the project site. According to Figure 4.10-2 in the <br />General Plan EIR, the project site is outside the noise level contours of the Oakland International <br />Airport. The impact would be less than significant. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />Conclusion <br />With the implementation of and compliance with applicable 2035 General Plan policies and General <br />Plan EIR mitigation measures, the project would not substantially increase permanent noise or <br />vibration in the project vicinity above existing levels. The project would have no new or substantially <br />more severe impacts to noise, nor would there be any potentially significant off-site impacts, <br />cumulative impacts, or previously identified significant effects not discussed in the General Plan EIR. <br />Also, no previously identified significant effects were determined to have a more severe adverse <br />impact than those discussed in the General Plan EIR.
