City of San Leandro <br />Meeting Date: December 16, 2019 <br />Resolution - Council <br />Agenda Section:File Number:19-658 ACTION ITEMS <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION of the City of San Leandro City Council to Approve a $120,000 <br />Two Year Consulting Services Agreement with the Bay Area Business <br />Roundtable for Workforce Development and Local Business Inclusion Services <br />and Appropriate $120,000 From General Fund Balance to fund this Consulting <br />Services Agreement <br />WHEREAS, the successful completion of the City's construction projects is of the utmost <br />importance and in the public interest and for the public welfare of the City of San Leandro; and <br />WHEREAS, on June 15, 2015 the City of San Leandro entered into a Community <br />Workforce Agreement with the Alameda County Building and Construction Trades Council; and <br />WHEREAS, the Community Workforce Agreement was intended to support the efforts of <br />the City to increase training and employment opportunities for workers who reside in San <br />Leandro; and <br />WHEREAS, on March 17, 2014, the City Council amended Section 1-6-225 of Article 2 of <br />Chapter 1-6 of the San Leandro Municipal Code, related to purchasing by competitive bid which <br />expanded preference to local businesses in City purchasing and contracts which encourages <br />large contractors to engage with local businesses and which helps keep local tax revenues within <br />San Leandro; and <br />WHEREAS, the Bay Area Business Roundtable is a regional leader in workforce and <br />business development and has been key in creating strategic partnerships that support both the <br />implementation of the Community Workforce Agreement and the City’s Local Business <br />Preference policy; and <br />WHEREAS, during the three-year term of the Community Workforce Agreement, the Bay <br />Area Business Roundtable provided critical services to the City, identified opportunities for local <br />Page 1 City of San Leandro Printed on 12/10/2019 <br />90
