City of San Leandro <br />Meeting Date: February 18, 2020 <br />Staff Report <br />Agenda Section:File Number:20-032 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute a Non-Professional Services Agreement with Arborist <br />Now, Inc. for Boulevard Yarwood Sycamore Tree Trimming (563 Trees Total) in <br />the amount of $70,375 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council Authorize the City Manager to execute a <br />Non-Professional Services Agreement (NPSA) with Arborist Now, Inc. for trimming of identified <br />BoulevardYarwood Sycamore trees (563 trees total) for a total of $70,375. <br />BACKGROUND <br />On December 3, 2019, the Finance Department issued Bid No. 19-20.007 for Yarwood <br />Sycamore tree trimming along the City’s main thoroughfares, otherwise referred to as boulevards. <br />Five firms submitted bids on or before the submittal deadline. Arborist Now, Inc. submitted the <br />lowest bid for a price of $125.00 per tree, with a total contract amount of $70,375 to trim 563 <br />trees. The bid price includes all labor, materials, disposal, transportation, and equipment/staffing <br />necessary to perform the work. <br />Historically and up until approximately 2010, the Boulevard Sycamore trees (those existing <br />primarily on the City’s main thoroughfares, including E. 14th Street, Davis Street, Bancroft <br />Avenue, etc.) were trimmed on an annual basis. This species of sycamore tree grows quickly and <br />keeping them trimmed helps to reduce branch/tree failures, especially during and after storm <br />events. In an effort to balance the General Fund budget during the last recession, the City <br />lengthened the duration of time between trimmings, initially completing work on approximately half <br />of the boulevard trees each year. <br />When the project was last bid in late 2016, the contractor’s pricing was very competitive (and <br />likely under market value) at $48/tree and a total of 1,192 trees were trimmed.
