<br />Parking Lot. A site or portion of a site, that is accessible to the public, devoted to the off-
<br />street parking of employees’ and/or customers’ passenger vehicles and light trucks, includ-
<br />ing areas for parking spaces, aisles, access drives, and landscaped areas, and screening
<br />walls, fences, or hedges.
<br />
<br />Parking Structure. An enclosed or semi-enclosed area containing a ceiling or roof, used
<br />primarily for the short-term or temporary parking of motor vehicles, constructed either above
<br />or below grade, freestanding, or as part of a commercial or residential building.
<br />
<br />Pawn Shop. A business establishment engaged in the buying and selling of new or
<br />secondhand merchandise and offering loans secured by merchandise.
<br />
<br />Permitted. Allowed without a requirement for approval of a use permit, temporary use per-
<br />mit, or other discretionary use approval under this Code.
<br />
<br />Pervious Surfaces. Pervious surfaces are those that allow stormwater to infiltrate the un-
<br />derlying soils. Pervious surfaces shall include, but not be limited to, vegetative planting
<br />beds, porous asphalt, porous concrete, single-sized aggregate, open-jointed blocks, stone,
<br />pavers or brick that are loose-set and without mortar. Pervious surfaces are required to be
<br />contained so neither sediment nor the pervious surface discharges off the site.
<br />
<br />Pharmacies. Establishments that primarily sell prescription drugs.
<br />
<br />Porch. A covered platform, usually having a separate roof, at an entrance to a dwelling, or
<br />an open or enclosed gallery or room, which is not heated or cooled, that is attached to the
<br />outside of a building.
<br />
<br />Pre-Existing. In existence prior to the effective date of this Code.
<br />
<br />Processing Facility. is A building or enclosed space used for the collection and processing
<br />of recyclable materials. Processing means the preparation of material for efficient shipment,
<br />or to an end-user’s specifications, by such means as baling, briquetting, compacting, flat-
<br />tening, grinding, crushing, mechanical sorting, shredding, cleaning, and remanufacturing.

<br />A. Light-Processing Facility. Occupies less than 45,000 square feet, all activities are
<br />conducted entirely within an enclosed building, and includes equipment for baling, bri-
<br />quetting, crushing, compacting, grinding, shredding and sorting of source-separated
<br />recyclable materials, except ferrous metals other than food and beverage containers,
<br />and repairing of reusable materials. (See Section 4.04.232 Recycling Facilities, Sub-
<br />section B Permits Required.
<br />
<br />B. Heavy-Processing Facility. is Any processing facility other than a light-processing fa-
<br />cility.
