Open Space, Usable. Outdoor or unenclosed area on the ground, or on a balcony, deck, <br />porch or terrace designed and accessible for outdoor living, recreation, pedestrian access <br />or landscaping, but excluding parking facilities, driveways, utility or service areas, or any <br />required front or street side yard and excluding any land area with a slope in excess of 20 <br />percent. <br />Opposite. Walls, windows, signs, districts, or property lines shall be deemed opposite if a <br />line perpendicular to the widest horizontal dimension would intersect the facing feature or <br />boundary. <br />Parcel Processing and Shipping Facilities. Establishments for the processing and/or re- <br />distribution of parcels or products, including but not limited to air and ground cargo receiving <br />and distribution centers. This classification includes "Parcel Processing and Shipping Facili- <br />ties" that provide incidental warehousing, but excludes "Truck Terminals" and parcel pro- <br />cessing that is accessory to industrial, manufacturing or warehousing uses. <br />Park and Recreation Facilities. Noncommercial parks, playgrounds, recreation facilities, <br />and open spaces. <br />Parking Lot. A site or portion of a site, that is accessible to the public, devoted to the off- <br />street parking of employees' and/or customers' passenger vehicles and light trucks, includ- <br />ing areas for parking spaces, aisles, access drives, and landscaped areas, and screening <br />walls, fences, or hedges. <br />Parking Structure. An enclosed or semi -enclosed area containing a ceiling or roof, used <br />primarily for the short-term or temporary parking of motor vehicles, constructed either above <br />or below grade, freestanding, or as part of a commercial or residential building. <br />Pawn Shop. A business establishment engaged in the buying and selling of new or <br />secondhand merchandise and offering loans secured by merchandise. <br />Permitted. Allowed without a requirement for approval of a use permit, temporary use per- <br />mit, or other discretionary use approval under this Code. <br />Pervious Surfaces. Pervious surfaces are those that allow stormwater to infiltrate the un- <br />derlying soils. Pervious surfaces shall include, but not be limited to, vegetative planting <br />beds, porous asphalt, porous concrete, single -sized aggregate, open -jointed blocks, stone, <br />pavers or brick that are loose -set and without mortar. Pervious surfaces are required to be <br />contained so neither sediment nor the pervious surface discharges off the site. <br />Pharmacies.
