The process of collecting, sorting, cleansing, treating, and reconstituting mate- <br />rials that would otherwise become solid waste, and returning them to the economic main- <br />stream in the form of raw material for new, reused, or reconstituted products which meet <br />the quality standards necessary to be used in the marketplace. Also see Section 4.04.232 <br />Recycling Facilities. <br />Recycling Centers. A facility for the recycling of waste paper, bottles, cans, or other mate- <br />rials, including small collection facilities and reverse vending machines. Also see Section <br />4.04.232 Recycling Facilities. <br />A. Certified. A center certified by the State of California for redemption of waste ma- <br />terials having uniform redemption value or for any other recycling program. <br />B. Small Scale Hazardous Waste. A center for the collection, short-term storage, <br />transfer, or limited processing of hazardous waste from households, small busi- <br />nesses or other small-scale generators. <br />Recycling Facility. A center for the collection and/or processing of recyclable materials, <br />and includes facilities for the drop-off, buyback, deposit, or return for redemption, of recy- <br />clable material. Recyclable material is reusable material including, but not limited to, alumi- <br />num, glass, plastic and paper which is intended for remanufacture or reconstitution for the <br />purpose of using the altered form. A recycling facility consists of a reverse vending machine, <br />collection facility, or processing facility. A recycling collection facility may also consist of a <br />facility for the collection of reusable household goods or clothes by a charitable organization. <br />Also see Section 4.04.232 Recycling Facilities. <br />Regional Mall. A regional mall is defined as a complex of retail uses and related activity <br />having a total gross leasable floor area of at least 700,000 square feet, plus associated <br />parking and enclosed common space accessible to the public; having a wide range of retail <br />uses including at least two department stores; and selling or providing a wide range of re- <br />lated goods and services such as restaurants or food courts, banks or financial services, <br />entertainment or recreation facilities, child care services, and the like. <br />Regularly Features. The term "regularly features" with respect to an adult theater or adult <br />cabaret means a regular and substantial course of conduct. The fact that live performances <br />which are distinguished or characterized by an emphasis upon the display of specified an- <br />atomical areas or specified sexual activities occurs on two or more occasions within a 30 <br />day period; three or more occasions within a 60 day period; or four or more occasions within <br />a 180 day period, shall to the extent permitted by law be deemed to be a regular and sub- <br />stantial course of conduct. <br />Page 41 of 459 <br />City Council Hearing March 2, 2020 <br />
