1.12.112 Responsibilities <br />Title 1 of the Municipal Code defines responsibilities of the Board of Zoning Adjustments, <br />the Planning Commission, and the City Council for administration of the Zoning Code. Re- <br />sponsibilities of the Zoning Enforcement Official and the Site Development Sub -Commis- <br />sion shall be as follows: <br />A. Zoning Enforcement Official. The Zoning Enforcement Official's responsibilities shall <br />include interpreting and enforcing all regulations and standards of this Code, and has <br />the following duties, as specified below: <br />1. Duties of the Zoning Enforcement Official. <br />a. Approval of Administrative Permits. Specifically, the Zoning Enforcement Of- <br />ficial shall be responsible for approving administrative permits, including ad- <br />ministrative reviews, administrative exceptions, certificates of compatibility, <br />game center permits, home occupation permits, outdoor facility permits, sat- <br />ellite and microwave antenna permits, sign permits (including sign excep- <br />tions), site plan approvals, temporary use permits, and zoning permits, land- <br />scape plans, and, in consultation with the Traffic Engineer, parking require- <br />ments for certain uses, collective provision of parking, off-site parking, and <br />specific parking area design. <br />b. Approval of Minor Modifications. The Zoning Enforcement Official shall ap- <br />prove minor modifications to previously approved use permit, variance, park- <br />ing exception and Planned Development approvals. <br />c. Inventory and Enforcement. The Zoning Enforcement Official also shall be re- <br />sponsible for inventorying illegal or abandoned signs and nonconforming uses <br />and structures and enforcement of the regulations and standards of this Code. <br />The Zoning Enforcement Official may refer matters involving major development issues <br />to the Site Development Sub -Commission, Planning Commission, or the Board of Zon- <br />ing Adjustments for action and may consult with the City Attorney on questions of in- <br />terpretation. <br />B. Site Development Sub -Commission. The Site Development Sub -Commission, created <br />pursuant to Chapter 1-3, Article 12, of the Municipal Code, has the following organiza- <br />tion and duties, as specified: <br />1. Membership. The Site Development Sub -Commission shall consist of three mem- <br />bers. Notwithstanding the appointment procedure outlined in Section 1-3-105 of <br />the Municipal Code, each of the three members shall be appointed so that: (a) one <br />is either a member of the Planning Commission or the Board of Zoning Adjustment, <br />and is to be appointed to the Sub -Commission by the mayor; (b) one is a member <br />Page 56 of 459 <br />City Council Hearing March 2, 2020 <br />
