7. Any subcontract entered into by ADMINISTERING AGENCY as a result of this AGREEMENT <br />shall contain provisions 5, 6, 17, 19 and 20 of ARTICLE IV, FISCAL PROVISIONS, and provisions <br />1, 2, and 3 of this ARTICLE V, AUDITS, THIRD -PARTY CONTRACTING RECORDS <br />RETENTION AND REPORTS. <br />8. To be eligible for local match credit, ADMINISTERING AGENCY must ensure that local match <br />funds used for a PROJECT meet the fiscal provisions requirements outlined in ARTICLE IV in the <br />same manner as required of all other PROJECT expenditures. <br />9. In addition to the above, the pre -award requirements of third -party contractor/consultants with <br />ADMINISTERING AGENCY should be consistent with the LOCAL ASSISTANCE PROCEDURES. <br />Page 12 of 26 <br />
