This Substantial Amendment is drafted with the guidance from <br />HUD available to date, including that the CDBG-CV funds allocated under the CARES Act must <br />be used in preparation for, prevention of, and response to COVID-19. All CDBG-CV activities <br />must still meet one of three National Objectives of the CDBG Program noted in the original five <br />year Consolidated Plan document. The City of San Leandro is taking this opportunity to <br />document COVID-19 as an additional National Objective: Urgent Need. In order to do this, an <br />Urgent Need Certification must be provided to HUD with the five year Consolidated Plan and <br />Annual Action Plan for the year of the Urgent Need activity(ies). Documentation and evidence <br />the City certified that the CDBG activity was designed to address the urgent need must be <br />maintained as part of the permanent CDBG records for the activity(ies). <br />Summary of the objectives and outcomes identified in the Plan Needs Assessment Overview <br />A tangential effort in this five year Consolidated Plan Substantial Amendment is to further define <br />priorities that are currently identified generically as “Community Development Needs Goals” in <br />the 2015-2020 plan documents. Those changes are noted in parenthesis below. The following <br />bullet points summarize updates and/or new Priority Needs and Goals for COVID-19 response: <br />•Augmenting Homeless Assistance and Prevention Services <br />•Producing and Preserving Affordable Housing Opportunities <br />•Providing Enhanced Public Services (“Community Development Needs Goals” in 2015- <br />2020 Consolidated Plan) <br />•Improving Public Facilities and Infrastructure (“Community Development Needs Goals” <br />in 2015-2020 Consolidated Plan) <br />•Increasing Economic Development Opportunities (“Community Development Needs <br />Goals” in 2015-2020 Consolidated Plan) <br />24
