California’s governor has requested emergency action <br />from the state Legislature to make funding available for the public response to the outbreak. <br />While the eventual impact of the COVID-19 outbreak is unclear at this stage, it serves as a <br />warning that these events may increase in frequency and severity in coming years. <br />31
