Summary of citizen participation process/Efforts made to broaden citizen participation <br />Summarize citizen participation process and how it impacted goal-setting <br /> <br />As noted earlier, On April 13, 2020, the City of San Leandro received a waiver that permits a <br />reduced period for public noticing and public comment on this Substantial Amendment to the 5- <br />Year Consolidated Plan for the period of July 1, 2015 to June 30, 2020. The City is taking this <br />opportunity to re-allocate prior year unspent CDBG funds and program new stimulus funding, <br />CDBG-CV, towards COVID-19 emergency services. The City may also allocate additional funds <br />as they are available. <br />The draft Substantial Amendment to the 2015-2020 Consolidated Plan will be available for <br />comment from all interested parties from June 2, 2020 to June 7, 2020. Due to the Alameda <br />County Shelter-In-Place Order these amendment documents shall only be available for review on <br />the City’s website (http://www.sanleandro.org/depts/cd/housing/plans.asp) or the Library <br />website (https://www.sanleandro.org/depts/library/default.asp). <br />The needs in this document were derived from preliminary data from the impacts of COVID-19 <br />which indicate significant unmet needs in many areas of potential CDBG and CDBG-CV <br />funding categories. The City of San Leandro is considering the following eligible activities for this <br />funding for current and/or future funding that may become available: assisting low- and moderate- <br />income households with housing rental assistance for no more than three months, food <br />pantry/distribution/delivery meal programs, business assistance (technical assistance, financial <br />support to microenterprises or funding to retain employees that are low- and moderate-income), and <br />support of other COVID-19 response services. <br />Submitting Public Comment: <br />Please submit written comments to MSargent@sanleandro.org. <br />Comments may also be mailed to: <br />City of San Leandro <br />Housing and Community Development Department <br />835 East 14th Street <br />San Leandro CA, 94577 <br />Attn: Maryann Sargent, Senior Housing Specialist <br />39
