Consolidated Plan SAN LEANDRO 17 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />Needs Assessment <br />NA-05 Overview <br />Needs Assessment Overview <br />The needs identified in the original Consolidated Plan focused on affordable housing needs, the needs of <br />homeless citizens, and community development (including possibly funding public facilities and <br />infrastructure, public services, and economic development activities). A tangential effort in this five year <br />Consolidated Plan Substantial Amendment is to further define priorities that are currently identified <br />generically as “Community Development Needs Goals” in the 2015-2020 plan documents. Those <br />changes are noted in parenthesis below. The following bullet points summarize updates and/or new <br />Priority Needs and Goals for COVID-19 response: <br />• Augmenting Homeless Assistance and Prevention Services <br />• Producing and Preserving Affordable Housing Opportunities <br />• Providing Enhanced Public Services (“Community Development Needs Goals” in 2015-2020 <br />Consolidated Plan) <br />• Improving Public Facilities and Infrastructure (“Community Development Needs Goals” in 2015- <br />2020 Consolidated Plan) <br />• Increasing Economic Development Opportunities (“Community Development Needs Goals” in <br />2015-2020 Consolidated Plan) <br />As a result of shortages in some areas, combined with loss of income for many households, there has <br />been substantial increase in demand for assistance through public services, especially food banks, meal <br />delivery services, healthcare-related services including for mental health services and support for- and <br />prevention of- domestic violence services. The rapid increase in demand has left many service providers <br />under-staffed and under-resourced and has added substantial cost. The increased demand is expected <br />to be sustained beyond the shut-down as households will take time to regain employment and <br />economic stability. <br />Homelessness response and homelessness prevention has also risen in priority. Many households have <br />been unable to pay rent since the shut-down and shelter-in-place orders were issued in early March <br />2020. While the City of San Leandro adopted a moratoriums on evictions on March 23, 2020, housing <br />costs are still a major concern, particularly for lower-income households who may be at risk of <br />homelessness once the moratorium is lifted. Homelessness prevention must be a community priority to <br />prevent increase in homelessness as housing protections are lifted. Persons already experiencing <br />homelessness are also at increased risk of infection and death due to COVID-19. Congregate shelters are <br />not a viable housing solution in a pandemic, and persons experiencing homelessness need access to safe <br />shelter to prevent infection and spread of the disease. <br />113
