Consolidated Plan SAN LEANDRO 4 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />needs programs for low-income individuals and families, meal delivery to homebound seniors, and <br />shelter programs. Consistent with HUD regulations, the City cannot commit more than 15% of its annual <br />CDBG allocation (plus any CDBG generated program income) toward public services. <br />Other sub-populations in Alameda County with high needs are persons with physical or mental <br />disabilities and seniors who need affordable housing integrated with available support services. The City <br />intends to use available HOME funds for transitional or permanent supportive housing projects serving <br />residents with special needs. <br />Community Development Needs - Public Facilities & Improvements <br />Over the next five years, the City will use available CDBG funds to fund ADA improvements to public <br />facilities, install ADA curb ramps, and assist non-profit social service agencies with necessary facility <br />improvements. The City will also use CDBG funds for principal and interests payments in accordance to <br />the repayment schedule for a $2.5 million HUD Section 108 Loan used to build the senior center. <br />COVID-19 Pandemic Response <br />This priority need is primarily for those instances where CARES Act and other federal stimulus <br />funding will be used to address the COVID-19 pandemic response. <br />3. Evaluation of past performance <br />The City’s HUD-approved Consolidated Annual Performance and Evaluation Reports (CAPERS) for each <br />of the last four fiscal years covering the FY 2020-2024 Consolidated Plan period (July 1, 2015 through <br />June 30, 2020) assess the effectiveness of the CDBG-funded programs and activities in meeting the <br />priority needs for San Leandro. <br />4. Summary of citizen participation process and consultation process <br />The Con Plan regulations provide guidelines for the City to develop a Citizen Participation Plan that <br />governs the public input and noticing process for creating the Con Plan and subsequent Annual Action <br />Plans. The goal of the Citizen Participation Plan is to encourage broader public involvement in the <br />planning and allocation of CDBG and HOME funds and implementation of related programs. A minimum <br />of two (2) public hearings are required with at least one (1) hearing to be held before the proposed Con <br />Plan and Annual Action Plan are published for public comment. <br />The City conducted two (2) community meetings in geographically dispersed locations to enable more <br />citizens to attend the meetings. They were held on January 21st and 29th of 2020. These meetings were <br />advertised through many outlets including the City website, Twitter, “San Leandro NEXT,” <br />Nextdoor.com, the City’s Facebook page, posted flyers at venues such as City Hall, public libraries, and <br />community centers, emailed to the City Manager’s “Weekly Update” list serve (circulation <br />242
