SP -80 Monitoring - 91.230 <br />Describe the standards and procedures that the jurisdiction will use to monitor activities <br />carried out in furtherance of the plan and will use to ensure long-term compliance with <br />requirements of the programs involved, including minority business outreach and the <br />comprehensive planning requirements <br />The City of San Leandro has the following procedures to monitor CDBG-funded activities to ensure long- <br />term compliance with the regulatory requirements of the CDBG program. <br />Public Services Agencies <br />• City staff conducts desk and onsite monitoring of public services agency providers. Public <br />services agencies are required to submit monthly invoices and quarterly progress reports. City <br />staff conducts thorough review of monthly invoices prior to submitting them for reimbursement <br />processing. City staff compiles quarterly reports which provide quantitative figures and <br />narratives to describe the progress of the programs. Furthermore, City staff conducts onsite - <br />monitoring of the agencies to assess program compliance by walking through the facilities, <br />interviewing agency staff, and reviewing clients' files and financial records. <br />Capital Improvements <br />• City staff monitors capital improvement projects for compliance with CDBG regulations, <br />specifically for Davis -Bacon requirements, Section 3 regulations, and Minority Business <br />Enterprises/Women's Business Enterprises (MBE/WBE) regulations. City staff reviews certified <br />payroll records and conducts HUD -11 onsite interviews of construction workers.
