RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO.2020-056 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL APPROVING THE CITY OF SAN LEANDRO U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FINAL FISCAL YEAR 2020=2024 FIVE-YEAR CONSOLIDATED PLAN AND FINAL FISCAL YEAR 2020-2021 ANNUAL ACTION PLAN (AUTHORIZES THE EXECUTION OF ALL RELATED DOCUMENTS BY THE CITY MANAGER AND SUBMISSION OF THE PLANS TO HUD) WHEREAS, through provisions of the Housing and Community Development Act and the National Affordable Housing Act, the federal government has made block grant funding available to local communities for housing and community development activities; and WHEREAS, the City of San Leandro adopted, by Resolution No. 2015-080 on Apri120, 2015, the Fiscal Year (FY) 2015-2019 Consolidated Plan to implement the goals identified in the Acts; and WIIEREAS, a FY 2020-2024 Five -Year Consolidated Plan has been prepared to update the FY 2015-2019 Consolidated Plan and an Annual Action Plan has also been prepared reflecting the activities that the City proposes to fund and implement during FY 2020-2021, copies of which are attached hereto; and WHEREAS, the City of San Leandro has held two public hearings, solicited public comments for 30 days by publishing a summary of both Plans in a newspaper of general circulation and by providing both Plans for review on the City's Community Development/Housing Division website; and WHEREAS, all public comments received, if any, were considered in the contents of both Plans; and WHEREAS, the City Manager recommends execution and submission of said HUD Five - Year Consolidated Plan and Annual Action Plans with Certcations as attached. NOW THEREFORE, the City Council of the City of San Leandro hereby RESOLVES that: 1. The Alameda County HOME Consortium secured a waiver for meeting HUD's standard submittal deadline of May 15, 2020; 2. The attached HUD FY 2020-2024 Five -Year Consolidated Plan and FY 2020-2024 Annual Action Plan, including requisite Certifications, to meet the HUD approved submittal deadline extension of July 6, 2020 are adopted and approved, 2. The City Manager is authorized, including to make non -substantive edits and amendments, to execute and submit all related documents to the HUD FY 2020-2024 Five - Year Consolidated Plan and FY 2020-2024 Annual Action Plan on behalf of the City of San Leandro to the U.S. Department of Housing and Urban Development (HUD).
