and Human Services Departments, and April Showers. Other agencies are included as necessary (school <br />district, veterans, etc.) This team approach continues under the CES system. The Compact is considered <br />a model program and is currently assisting other municipalities replicate this model. <br />Alameda County will release a tremendous amount of funding for homelessness in 2018 and 2019. The <br />Homeless Emergency Aid Program (HEAP) and the California Emergency Solutions Housing Program <br />(CESH) will offer approximately $16 million and $1.6 million respectively. Eligible activities for these <br />funds include: street outreach, health and safety, criminal justice diversion, prevention, rental <br />assistance, emergency shelters, housing vouchers, rapid re -housing, supportive housing and housing. <br />Describe the strengths and gaps of the service delivery system for special needs population <br />and persons experiencing homelessness, including, but not limited to, the services listed <br />above <br />The Human Services Gap Analysis was completed in April 2017. This report provided the analysis of <br />human service needs, current human services assets within the city and region and areas of unmet <br />need. The purpose of the analysis and policy recommendations is to inform the development of <br />priorities and criteria for the City's human services program direction and decisions. <br />The report identified the following policy recommendations: <br />• Articulate and communicate strategies and priorities for the various roles the Recreation and <br />Human Services Department plays: funder, advocate and convener. <br />• Increase awareness of services outside of San Leandro. <br />• Increase the quality of communication about the human services available to San Leandro <br />residents. <br />• Convene cross -sector stakeholders to plan for likely federal cuts. <br />• Increase opportunities for a culturally and economically diverse group of residents to participate <br />in the setting of priorities for human services and decisions -making about funding. <br />• Create opportunities for other City of San Leandro departments to address human services <br />needs as modeled by the San Leandro Homeless Compact. <br />• Engage multi -sector partners to plan for the needs of the diverse communities in San Leandro. <br />• Bring attention to San Leandro's special populations and their needs, including grandparents <br />raising grandchildren, immigrants, and people with disabilities. <br />• Develop a formal food security program. <br />Provide a summary of the strategy for overcoming gaps in the institutional structure and <br />service delivery system for carrying out a strategy to address priority needs <br />Overall, the strategy for implementing targeted human service programs for the City of San Leandro will <br />be strategic and culturally competent.
