File Number: 20-279 <br />Mandarin, and Vietnamese). <br />General Administration: <br />ECHO Housing - Fair Housing Counseling - $10,000 <br />·Provides fair housing services. <br />Current Agency Policies <br />Current City Council policy is written into the FY 2020-2024 Consolidated Plan, which City <br />Council adopted on June 15, 2020. <br />Previous Actions <br />On June 15, 2020, the City Council approved the FY 2020-2021 Action Plan, which contains the <br />nine programs/projects described above. <br />Environmental Review <br />National Environmental Protection Act (NEPA) environmental reviews of each project will be <br />completed prior to the execution of these contracts, or July 1, 2020, whichever is sooner. <br />Board/Commission Review and Actions <br />On April 24, 2019, the Human Services Commission approved staff’s recommendations to award <br />the following applicants who responded to the City’s CDBG/CAP RFP for FY 2019-2021: <br />CALICO, Davis Street Family Resource Center, SOS/Meals on Wheels and Spectrum <br />Community Services. ECHO Housing did not need to submit in response to the City’s RFP <br />because it serves as the City’s contracted fair housing service provider - HUD requires all CDBG <br />entitlement grantees to affirmatively further fair housing. <br />Fiscal Impacts <br />The sum of the nine grants is $500,437. If approved, they will be funded by FY 2020-2021 CDBG <br />monies in the following accounts: <br />·CALICO - San Leandro Child Abuse Intervention Project ($47,789) - 165-43-171-5120; <br />·Davis Street - Basic Needs Program ($89,481) - 165-43-207-5120; <br />·SOS/Meals on Wheels - Meal Delivery to Homebound Seniors ($60,040) - 165-43-224- <br />5120; <br />·Spectrum Community Services - San Leandro Senior Nutrition Program ($43,127) - 165- <br />43-210-5120; <br />·Building Futures for Women and Children - Domestic Violence Outreach and Education <br />($25,000) - 165-43-250-5120; <br />·Family Violence Law Center - Legal Support for Victims of Domestic Violence ($25,000) - <br />165-43-251-5120; <br />Page 3 City of San Leandro Printed on 7/1/2020 <br />107
