DocuSign Envelope ID: FB6B9B40-B16F-40F1-B4E1-1FB5989435CA <br />0:1:11.11 r_1 <br />SCOPE OF SERVICES <br />The COVID-19 crisis and shelter -in-place orders are creating severe economic stress and making <br />it more challenging than ever for economically disadvantaged communities to access healthy, <br />affordable food. Thousands of people have lost their jobs, and schools that provide kids with at <br />least one healthy meal a day are no longer in session, making access to food a daunting societal <br />challenge. At the same time, many small food businesses, which operate on tight margins under <br />normal circumstances, are now at risk of closure and are scrambling to adapt their business <br />models mid -crisis to sell their food and make ends meet. These issues pose an impending threat <br />to public health and public safety. <br />To that end, the Alameda County Deputy Sheriffs' Activities League (DSAL) and ALL IN <br />Alameda County have been working with a network of partners and funders to put a system into <br />place that will not only provide vulnerable communities with immediate access to food, but also <br />support local restaurants and food businesses. <br />With funding from the Stupski Foundation, Community Development Block Grants (CDBG) and <br />City of San Leandro general funding, DSAL is able to purchase prepared meals from local food <br />businesses, as well as produce grown at its social enterprise, Dig Deep Farms (DDF), and <br />donated by Bay Cities Produce, for distribution to home -bound seniors, medically vulnerable <br />patients, and families experiencing food insecurity and hunger as a result of the COVID-19 <br />pandemic. <br />Vendors in our meal preparation program are ranked based on 1. Nutritional value/fresh <br />ingredients; 2. Quantity of meals they can produce per week; 3. Ability to transport meals to <br />Food Hub; 4. Ability to produce individually wrapped meals that can be flash frozen; 5. Level of <br />impact from COVID (ie. completely closed, partially operational, fully operational); 6. <br />Possession of a Food Handlers Certificate. Highest ranking vendor applicants will be chosen <br />based on the variety/ethnic appropriateness of their food, their geographic proximity to the <br />service area, and their standing with the Alameda County Environmental Health Department. <br />DSAL will work with the Eden Area Chamber of Commerce to rank and pick vendors, adding <br />additional vendors as funding becomes available. Vendors will receive City of San Leandro <br />general funding to cover the cost of their labor, supplies, and facilities to produce meals, and the <br />cost of food will be covered through other funding. We have several applicant vendors located <br />in San Leandro, one of which, Blue Dish Cafe, is currently delivering meals as part of the <br />program. <br />DSAL has access to refrigerated delivery trucks, and is partnering with East Bay Paratransit to <br />deliver the food to those who aren't able to get to schools, food pantries, and other food <br />distribution sites.
