DocuSign Envelope ID: 710D277E-9EB5-4E3B-BE90-D46383E23F1 D <br />EXHIBIT A <br />SCOPE OF SERVICES <br />The City requires an assessment of San Leandro and Alameda County labor supply and demand data to <br />ascertain efficacy of current compliance measures and program administration for the City's Community <br />Workforce Agreement, The City of San Leandro is a member of a nine agency collaborative focused on the <br />collection and analysis of county -wide labor supply and demand data to inform strategy and decision <br />making among public agencies and stakeholders to build a diverse and sustainable pipeline of construction <br />workers. <br />To accomplish these goals, the Port of Oakland, serving as the collaborative's lead agency, partnered with <br />the San Francisco Foundation to secure $150,000 funding from area foundations and agencies to conduct <br />research and generate recommendations for maximizing the effectiveness of Project Labor Agreements in <br />increasing employment of local residents in unionized construction trades. <br />To have the City's data included in the research and analysis, the City of San Leandro's matching <br />contribution to the $150,000 grant funding is $1.5,000. The Contract Administrator will serve on the advisory <br />committee for the project. <br />Proiect Scope and Schedule: <br />PHASE 1 OF PROJECT <br />1. Project Labor Agreement (PLA) and Community Benefit Agreement (CBA) Scan <br />Expanding upon the "Strengthening Project Labor Agreements in California's East Bay" report in <br />the Appendix, identify and determine best practices for PLAs and CBAs in Alameda and Contra <br />Costa Counties, with particular attention to: <br />A. Socially Responsible Goals <br />B. Compliance and Enforcement <br />C. Training and Pipeline Support for Disadvantaged Residents <br />D. Impacts on Disadvantaged Populations <br />E. Challenges and Successes <br />2. Construction Labor Supply Analysis <br />To understand demographics of the current and near future labor supply, the contractor will collect <br />the following information: <br />A. Construction Trades <br />i. Current membership (by race, gender, education, geography) <br />ii. # of apprentices and journeypersons . <br />iii. Projected retirements of journeypersons <br />B.
