<br />Non-Professional Services Agreement between July 1, 2020 <br />City of San Leandro and David Sams—Exhibit A Page 1 of 1 <br /> <br /> <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />1. Consultant shall manage City’s Management Agreement with American Golf Corporation (AGC) for golf club <br />maintenance and operations. <br /> <br />2. Consultant shall participate, both in conjunction with City staff and on behalf of City staff, in Management <br />Agreement negotiations that may arise between City and AGC. <br /> <br />3. Consultant shall ensure that AGC complies with all contract provisions in their daily operations. <br /> <br />4. Consultant shall conduct weekly facility inspections for maintenance and operational compliance, reviewing <br />all golf course maintenance activities. <br /> <br />5. Consultant shall participate with City/AGC staff in the development and oversight of capital improvement <br />projects designed to improve and/or replace current golf course facilities. <br /> <br />6. Consultant shall work with AGC staff in developing the annual golf courses maintenance and operation <br />budget submitted annually to the City for review and approval. <br /> <br />7. Consultant shall confer with the City’s Public Works Director (and with the Finance Director, as warranted) <br />regarding monthly budget expenditures associated with the City’s golf course operations (Account 597-56- <br />001), the Golf CIP fund, as well as AGC’s operations budget, to ensure it is consistent with the adopted <br />annual budget. <br /> <br />8. Consultant shall meet with the community on behalf of the City regarding the City’s golf facility. This shall <br />include responding in a timely manner to concerns/issues raised by citizens, the general public, and golf <br />course users. <br /> <br />9. Consultant shall organize the annual San Leandro City Jr. Championship, the San Leandro High School <br />Boys and Girls Invitational, and other golf facility events as directed by the City. <br /> <br />10. Consultant shall review golf course charges and fees to insure they are current with the market and ensure <br />fee collection procedures are within established guidelines and policies. <br /> <br />11. Consultant shall play the golf courses at least once quarterly. <br /> <br />12. In conjunction with the Public Works Director, Consultant shall investigate option of having the Tony Lema <br />Golf Course receive certification in The Audubon Cooperative Sanctuary Program. <br /> <br />13. Consultant shall provide technical review of proposed plans to redevelop the 9-hole Executive course to a 9- <br />hole Par 3 course (development of architectural plans and reconstruction work to be provided by others <br />under the Shoreline Master Developer, Cal-Coast). <br /> <br /> <br /> <br /> <br />DocuSign Envelope ID: 69E7D865-20D0-4D4D-99FC-1F709B0E198C
