2.0 PROJECT DESCRIPTION <br />City of San Leandro 1388 Bancroft Avenue Project <br />November 2018 Initial Study/Mitigated Negative Declaration <br />2.0-1 <br />2.1 PROJECT LOCATION <br />The project site is located in northeast San Leandro, on the eastern side of Bancroft Avenue, <br />between Estudillo Avenue to the north and Joaquin Avenue to the south, as shown on Figure 2.0-1, <br />Regional Location, and Figure 2.0-2, Project Location. Across Estudillo Avenue to the north is the <br />Bancroft Middle School campus, to the northwest is a gas station, to the west is a medical office <br />building and a church, to the southwest is a convalescent hospital, and to the south are single- <br />and multi-family residences. Adjacent to the east of the site are primarily single-family residences. <br />The project site’s Assessor’s Parcel Number (APN) is 77-524-12-4. <br />2.2 BACKGROUND AND EXISTING SETTING <br />The project site is a 55,282-square-foot (1.27-acre) parcel that was developed in 1955 with two <br />medical office buildings. The larger building on the northern portion of the site is approximately <br />18,000 square feet and the smaller building to the south is approximately 4,000 square feet. <br />As shown on Figure 2.0-3, General Plan Land Use, the site is designated Downtown Mixed Use in <br />the San Leandro General Plan. As shown on Figure 2.0-4, Zoning Districts, the site is zoned <br />Professional Office District. <br />As noted above, the area surrounding the site is primarily residential, along with medical, school, <br />and church uses. <br />2.3 PROPOSED PROJECT <br />The project would demolish the existing buildings on the site and construct a 45-unit residential <br />building. Figure 2.0-5, Proposed Site Plan, shows the project site plan, and Figures 2.0-6 and 2.0-7, <br />Project Perspectives, show illustrative renderings of the project from various vantage points. The <br />project plans are included in Appendix A. <br />PROJECT ELEMENTS <br />The project would develop a three-story, 34-foot-tall building of wood frame and stucco <br />construction. The project would include 45 rental apartments. Of these, 43 units would be 980- <br />square-foot, two-bedroom, two-bathroom apartments, and 2 would be 1,380-square-foot, three- <br />bedroom, three-bathroom units. In compliance with the City’s Inclusionary Zoning Ordinance <br />(Article 30 of the Zoning Code), the project would provide two units affordable to lower-income <br />households and an estimated in-lieu fee of approximately $160,000. The project would include 55 <br />off-street parking spaces, bicycle parking, open space for residents, and sustainability features, as <br />described below. <br />PROJECT SITE CIRCULATION AND PARKING <br />Pedestrian access to the project would primarily be through the main entrance at the corner of <br />Bancroft Avenue and Joaquin Avenue. A surface parking lot would be provided at the rear of the <br />site extending from Joaquin Avenue to Estudillo Avenue, with driveway access from both avenues. <br />The gated parking lot would include 47 parking spaces that would be unassigned from the <br />apartments, including two handicap-accessible spaces. Outside of the gate, the project would also <br />provide 8 guest parking spaces, including one disabled-accessible space, that would be accessed <br />from the Joaquin Avenue driveway. In addition to the 55 off-street parking spaces, 5 on-street <br />curbside spaces would be available on Joaquin Avenue.
