File Number: 20-412 <br />providers (other than Verizon). <br />Current Agency Policies <br />·Advance projects and programs promoting sustainable economic development, including <br />transforming San Leandro into a center for innovation. <br />·Maintain and enhance San Leandro’s infrastructure. <br />Previous Council Actions <br />·At the January 7, 2019 City Council meeting, the Council approved a template Master <br />License Agreement and Urgency Ordinance to Amend Encroachment Requirements <br />Relating to Small Cell Wireless Telecommunications Facilities to Become Effective <br />Immediately. <br />·At the December 3, 2018 City Council meeting, the Council approved an MLA with <br />ExteNet Systems. <br />·At the September 17, 2018 City Council meeting, the Council discussed the proposed <br />small cell agreements with ExteNet and Mobilitie and voted to send the items back to <br />Facilities and Transportation Committee. <br />Committee Review and Actions <br />·At the July 8, 2020 City Council Facilities & Transportation Committee meeting, the <br />Committee suggested that more effort be done to promote competition for small cell <br />agreements and to protect against monopolization of City assets. To that effect, Staff has <br />begun earnest discussions with additional cellular providers and, in addition, enhanced <br />language to ensure a given permit will expire after one year of inactivity as a measure to <br />protect against exploitative or monopolistic behavior. <br />·At the November 11, 2018 Facilities & Transportation Committee meeting, the Committee <br />moved the Agreements to be considered by the full City Council <br />·Prior informational presentation by Mobilitie at the March 1, 2017 Facilities and <br />Transportation Committee meeting. <br />Applicable General Plan Policies <br />·Policy CSF-4.1 Telecommunications.
