2.0 PROJECT DESCRIPTION <br />Zoning <br />The site is zoned Professional Office District. This zoning allows multi -family residential uses at up to <br />24 dwelling units per acre and comparable regulations of RM-1800 multi -family residential district <br />(Zoning Code Section 2-696A). Buildings of up to 50 feet in height are allowed when approved <br />with a Conditional Use Permit' (Zoning Code Section 2-536). <br />In a Planned Development (PD) application, the proposed density may exceed the maximum <br />density currently permitted and would require rezoning. The project applicant is also requesting a <br />reduction in required parking and reduction in setback along the Estudillo Avenue frontage. To <br />facilitate these requests, the applicant proposes a rezoning for a PD overlay. A PD project is a form <br />of Conditional Use Permit that is combined with aspects of Site Plan Review. Use of the PD process <br />would offer the developer greater flexibility than otherwise allowed under the Zoning Code in <br />return for a coordinated development that, as noted in the Zoning Code, "provides superior urban <br />design in comparison with the development under the base district zoning regulations." Planned <br />Developments must be accompanied by a Planned Development Project Plan. The San Leandro <br />Planning Commission may only recommend approval of a rezoning for a Planned Development <br />that is consistent with the adopted General Plan Land Use Element and is compatible with <br />surrounding development, per Zoning Code Section 3-1008. <br />2.4 PROJECT APPROVALS <br />As the lead agency, the City of San Leandro has the ultimate authority for project approval or <br />denial. The project would require the following discretionary City approvals: <br />Mitigated Negative Declaration (MND) <br />• Rezoning to Planned Development (PD) and Planned Development Project Plan <br />• Demolition Permit <br />• Grading Permit <br />• Building Permit <br />• Occupancy Permit <br />' A proposal to amend Article 6 of the San Leandro Zoning Code and reduce the building height <br />limit in the Professional Office (P) Zoning District from 50 to 30 feet was not in effect at the time of <br />this project's submittal. <br />City of San Leandro 1388 Bancroft Avenue Project <br />November 2018 Initial Study/Mitigated Negative Declaration <br />2.0-21 <br />
