3.0 ENVIRONMENTAL CHECKLIST <br />could be affected by project construction, if present. The potential for significant historic - <br />period archaeological resources within the project area is high due to the numerous <br />residences that once stood there. These residences are in an area of the City that is <br />included in the original town plat (Higley 1855). The first residence appears on maps as <br />early as 1907, with a total of seven buildings and six ancillary structures mapped within the <br />project area by 1928. These residences are associated with the early settlement and <br />agricultural periods of San Leandro's history which includes the timeframe when the city's <br />population grew from 3,500 in 1911, to 5,000 in 1917, to 12,000 in 1928, and to 25,000 in 1950 <br />(Sanborn Map Company 1911, 1917, 1928a, 1928b), and just before the City underwent a <br />dramatic shift from being an agricultural community to becoming an industrial city. <br />Historic -period archaeological deposits within the project area have the potential to <br />contribute to local and regional research questions related to early settlement in the City <br />and population growth during the shift away from agriculture and toward industry. <br />Because of the site's elevated historic -period archaeological sensitivity, construction <br />impacts on archaeological resources would be potentially significant and the City would <br />require mitigation measures MM CUL-1 and MM CUL-2 to reduce potential impacts to a <br />less than significant level. <br />c) Less Than Significant Impact with Mitigation Incorporated. No paleontological resources <br />were observed on the project site. In the event that paleontological resources are <br />observed during project construction -related activities, standard, late -discovery mitigation <br />measures are required. Mitigation measure MM CUL-2 would reduce potential impacts to <br />a less than significant level. <br />d) Less Than Significant Impact with Mitigation Incorporated. While human remains were not <br />identified on the project site, in the event of discovery, the project would comply with <br />California Health and Safety Code Section 7050.5. In the event that human remains are <br />observed during project construction -related activities, mitigation measure MM CUL-3 is <br />required to reduce potential impacts to a less than significant level. <br />Mitigation Measures <br />MM CUL-1 Archaeologist on -call during construction ground -disturbing activities. An <br />archaeologist who meets the Secretary of the Interior's Professional <br />Qualification Standards for Archaeology shall be contracted by the developer <br />on an on -call basis to investigate if potential cultural resources are discovered <br />during ground -disturbing activities. <br />Timing/Implementation: During grading and excavation <br />Enforcement/Monitoring: City of San Leandro Community Development <br />Department <br />MM CUL-2 Treatment of previously unidentified archaeological deposits and <br />paleontological resources. If paleontological resources or prehistoric or <br />historical archaeological deposits are discovered during construction, all work <br />within 25 feet of the discovery shall be redirected and an archaeologist shall <br />assess the situation, consult with a paleontologist and agencies as appropriate, <br />and make recommendations regarding the treatment of the discovery. <br />Impacts to archaeological deposits should be avoided by the project, but if <br />such impacts cannot be avoided, the deposits should be evaluated for their <br />eligibility for the California Register.
