<br /> <br /> <br />Consulting Services Agreement between City of San Leandro and Last revised 09/15/2020 <br />OIR Group Exhibit A – Page 1 of 1 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />1. At the request of the City Manager, and for the Police Chief’s disposition, conduct an internal affairs <br />investigation of current San Leandro Police Department peace officers and staff who were involved in the <br />shooting incident that occurred April 18, 2020 at 15555 Hesperian Boulevard, San Leandro, CA 94579. <br /> <br />2. Conduct a training review as an “alternative” to the Training Committee’s review of the April 18, 2020 <br />incident, as outlined in the San Leandro Police Department’s Training Committee Policy, currently <br />numbered as Section 204.6. The policy provides that the Training Committee should review certain <br />incidents to determine whether training would likely improve future outcomes or reduce or prevent the <br />recurrence of the undesirable issues related to the incident . The purpose of using this alternative method is <br />to expedite the review process in recognition of the need for an expeditious collection and dissemination of <br />learning points to the entire department. <br /> <br />The purpose of the Training Review is to evaluate a critical incident objectively and the actions of San <br />Leandro Police Department (SLPD) personnel, leading up to and during that critical incident, in order to <br />identify potential ways to make improvements in SLPD training, policy, equipment, and to make <br />recommendations to SLPD command staff. This particular training review evaluates the officer-involved <br />shooting (OIS) that occurred on April 18, 2020, and addresses issues therein to make recommendations to <br />SLPD command staff to improve performance and responses to critical incidents. It is anticipated that at a <br />minimum the Consultant’s training review will review reports, video footage, and involved officer <br />interviews. Recommendations and input may be sought from subject matter experts, legal professionals, <br />and SLPD command staff. <br /> <br />3. Provide consulting services regarding various police oversight models adopted by or considered for <br />adoption by various California public agencies and provide a presentation at a City Council Work Session. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />146
