Business Services. Establishments providing support services to professional offices and industry,
<br />typically limited to graphic arts, graphic reproduction and delivery services, and including such
<br />services as drafting, typesetting, printing, copying and duplicating, and mail receipt, but excluding
<br />parcel processing centers and professional services, such as accounting and personnel management.
<br />Cafés. Retail uses that primarily provide beverages and/or desserts for either on- or off-site
<br />consumption, including, but not limited to, coffee and tea-houses, juice bars, donut shops and ice
<br />cream/frozen yogurt parlors.
<br />Cannabis. All parts of the plant Cannabis sativa L., also referred to as marijuana, whether growing or
<br />not, as defined by California Health and Safety Code Section 11018, as amended from time to time.
<br />This includes “cannabis” as: the seeds thereof; the resin extracted from any part of the plant; and
<br />every compound, manufacture, salt, derivative, mixture, or preparation of the plant, its seeds or resin.
<br />It does not include the mature stalks of the plant, fiber produced from the stalks, oil or cake made
<br />from the seeds of the plant, any other compound, manufacture, salt, derivative, mixture, or
<br />preparation of the mature stalks (except the resin extracted therefrom), fiber, oil, or cake, or the
<br />sterilized seeds of the plant incapable of germination.
<br />Cannabis Dispensary. A collective, or cooperative, or other non-profit or for profit entity qualified or
<br />permitted to do business in the State of California and the City of San Leandro that distributes,
<br />dispenses, stores, exchanges, processes, delivers, makes available, transmits and/or gives away
<br />cannabis (“marijuana”). Baked products (i.e., brownies, bars, cookies, cakes), tinctures and other non-
<br />refrigerated type items are acceptable for manufacture and sale at a dispensary.
<br />Canopy. A permanent roof-like shelter extending from part or all of a building face and constructed of
<br />some durable material, which may or may not project over a public right-of-way.
<br />Card Room. A space, room or enclosure, furnished or equipped with one or more tables used for the
<br />playing of cards or similar games, the use of which is available to the public or any portion of the
<br />public.
<br />Caretaker’s Quarters. A dwelling unit on the site of, and accessory to, a commercial, industrial, public,
<br />or semipublic use, occupied by a guard or caretaker.
<br />Carport. A permanent roofed structure open on at least two sides, designed for providing covered
<br />parking for vehicles.
<br />Catering Services. Preparation and delivery of food and beverages for off-site consumption without
<br />provision for on-site pickup or consumption. (See also “Restaurants, Full-Service.”)
<br />Cellar. See “Basement.”
<br />Cemeteries. Establishments where the remains of the dead may be kept indefinitely, whether
<br />underground or aboveground. This classification includes mausoleums and columbaria.
<br />Cessation of Use. The discontinuance or abandonment of a use, as determined by the Zoning
<br />Enforcement Official.
