1970 Broadway, Suite 740 <br />Oakland, CA 94612-2219 <br />510.763.2061 <br />www.dksassociates.com <br />Seattle, WA ꞏ Portland, OR ꞏ Salem, OR ꞏ Oakland, CA ꞏ Sacramento, CA ꞏ Anaheim, CA ꞏ Austin, TX <br />FINAL TECHNICAL MEMORANDUM <br />DATE: November 9, 2018 <br />TO: Reh-Lin Chen, PE, PTOE, City of San Leandro <br />Dean Hsiao, PhD, PE, PTOE, City of San Leandro <br />FROM: David Mahama, PE <br />Maria Tribelhorn, PE <br />SUBJECT: Complete Streets Evaluation for Paving Project on Hesperian <br />Boulevard <br />P# 18035-000 <br />This memorandum summarizes analysis undertaken for the Complete Streets Evaluation for <br />the Paving Project on Hesperian Boulevard for the City of San Leandro (Purchase Order <br />56527). <br />HISTORICAL BACKGROUND <br />As recommended in the Bayfair Transit Oriented Development (TOD) Study and the City’s <br />Bicycle and Pedestrian Master Plan (adopted in March, 2018), the City is interested in assessing <br />the feasibility and impact of reducing the number of travel lanes along the segment of Hesperian <br />Boulevard from Fairmont Drive to Springlake Drive to accommodate a Class IV separated <br />bikeway. A Class IV separated bikeway, often referred to as cycle track or protected bike lane, <br />is for exclusive use of bicycles, physically separated from motor vehicle traffic with a vertical <br />feature. The separation may include, but is not limited to, grade separation, flexible posts, <br />inflexible barriers, or on-street parking. <br />Installation of a Class IV bikeway on the study corridor necessitates implementation of a road <br />diet, which is a reduction in the number of travel lanes used for automobile traffic. The right <br />lane, previously used for automobile traffic, would be reallocated to bicycle use on the separated <br />bikeway. Currently, this segment of Hesperian Boulevard has three lanes in each direction. This <br />road diet project would result in a reduction to two lanes in each direction. Based on discussion <br />with City staff, the limits of the road diet are as follows: <br />Northbound from south of Springlake Drive to Fairmont Drive, and <br />Southbound from Fairmont Drive to Springlake Drive. <br />The purpose of this memo is to assess the potential traffic operational impacts of reducing the <br />number of lanes as a result of the proposed project. DKS assessed the impact on the Hesperian <br />Boulevard study corridor bounded by Fairmont Drive and Springlake Drive, including both <br />arterial level of service (LOS) analysis and signalized intersection LOS analysis.
