CHAPTER 5 DEVELOPMENT STANDARDS + GUIDELINES <br />Public Open Space <br />The design of public spaces in the Bay <br />Fair Plan Area should promote gathering, <br />enjoyment, and active use by a broad range <br />of the community. Open spaces should create <br />usable spaces that meet the human needs <br />at all stages of life, are visually attractive, <br />safe, accessible, functional, inclusive, have <br />their own distinctive identity, and maintain <br />or improve local character. Figure 5.5 shows <br />conceptual locations for publicly -accessible <br />open spaces. Several could be located along <br />key street corridors and intersections for <br />convenient pedestrian access. Others might <br />be located more centrally within the Plan Area <br />and serve as neighborhood centers, pocket <br />parks, or plazas. <br />The City of San Leandro has an existing <br />typology of park spaces, as established in the <br />General Plan. The vision for Bay Fair is to utilize <br />these existing typologies (such as mini -parks, <br />neighborhood parks, and community parks) <br />while also encouraging new types of open <br />spaces (such as urban plazas, linear parks, and <br />public art installations). The area -wide goal for <br />the Bay Fair area is to achieve the following <br />mix of open spaces over time: <br />• LARGE SPACES. 1 to 2 large urban gathering <br />spaces such as a major plaza, linear park, <br />community park or neighborhood park. <br />• SMALL AND MEDIUM SPACES. 7 to 12 <br />small or medium parks, tot lots, urban <br />plazas, pocket parks, flexible performance <br />spaces, public art installations, Mini -Parks, <br />or other small open space types. <br />The City's objectives for public open space are <br />as follows: <br />DEDICATION. Implementing existing <br />policy, the City's preference is for private <br />development to build and maintain public <br />open spaces. Projects that dedicate land <br />may be eligible for a reduction of the <br />required ratio for park acreage. <br />• IN -LIEU FEES. Fees are set to achieve the <br />citywide park acreage ratio goal of 5 acres <br />per 1,000 residents. <br />SMALL PROJECTS. Development projects <br />with fewer than 50 residential units shall <br />have the option to pay the in -lieu fee <br />rather than dedicate land, with the intent <br />of contributing to larger open spaces in <br />coordination with other Bay Fair projects. <br />95 <br />
