t <br />.ti <br />chapter 1 <br />INTRO + CONTEXT <br />The City of San Leandro created the Bay Fair TOD Specific Plan in collaboration with its partners <br />Alameda County, BART, Madison Marquette, and the broader community. The Plan presents <br />a vision, policies, standards, and implementation strategies for the future of the Bay Fair TOD <br />Specific Plan Area (shown in Figure 1.2). This project was primarily funded by a grant from the <br />Metropolitan Transportation Commission (MTC), and contributions from the City of San Leandro, <br />BART, and Madison Marquette (the owners and operators of Bayfair Center). <br />
