City of San Leandro <br />Bay Fair TOD Zoning Update and Minor Specific Plan Amendments Project <br />The 2018 EIR determined that impacts to air quality; biological resources; cultural, tribal cultural and <br />paleontological resources; and noise could be reduced to less than significant levels with mitigation. <br />Mitigation proposed in the 2018 EIR included: <br />■ Reducing construction air quality emissions per the Bay Area Air Quality Management District's <br />(BAAQMD) control measures; <br />■ Conducting biological resources screening and assessment; <br />■ Conducting special -status plant species surveys, avoidance, minimization, and mitigation; <br />• Implementing restoration and monitoring of special -status plant species; <br />■ Conducting endangered/threatened species habitat assessments, protocol -level surveys, <br />avoidance, and minimization; <br />■ Implementing non -listed special -status animal species avoidance and minimization; <br />■ Implementing a worker environmental awareness program during construction; <br />■ Implementing an invasive weed prevention and management program; <br />■ Conducting jurisdictional delineations for potential wetlands; <br />■ Protecting native amphibians; <br />■ Documenting and evaluating the historical built environment for demolition or alteration of <br />buildings or structures greater than 50 years old; <br />■ Conducting Phase 1 archaeological inventories and resource avoidance measures; <br />■ Conducting a paleontological resource assessment and avoidance measures; <br />■ Conducting consultation with California Native American tribe(s) following any discovery of <br />unanticipated tribal cultural resources; and <br />■ Implementing construction noise reduction measures. <br />Impacts to transportation and traffic were determined to be significant and unavoidable in the 2018 <br />EIR, despite the implementation of proposed mitigation measures, which would improve signal <br />timing at Hesperian Boulevard and Halcyon Drive, and East 14t" Street and Fairmont Drive. <br />Although the 2018 EIR did not discuss energy and wildfire as separate resource areas, energy was <br />discussed in terms of consistency with the 2017 Clean Air Plan, as well as electricity and natural gas <br />consumption of the project, and in Section 5.3 of the prior Draft EIR. Energy impacts were <br />determined to be less than significant with no mitigation required. Additionally, wildland fires were <br />addressed as part of the hazards and hazardous materials analysis. The 2018 EIR determined there <br />would be no impact related to wildfires. <br />Proposed Project <br />This discussion groups impact topics to allow a concise analysis of similar or related issue areas. <br />Aesthetics. The proposed project would not increase the height limitations, block length <br />restrictions, type of development or intensity of development allowed in the Plan Area. While <br />the proposed Zoning Code changes do include the establishment of minimum densities, the <br />specification of these standards is intended to regulate development consistent with the <br />adopted Specific Plan and would not result in an increase in intensity or type of use as <br />compared to the 2018 EIR analysis. Thus, the proposed project would not result in a new impact <br />or a substantially more severe impact to aesthetics. <br />
